 各市區、縣(市、區)民眾當地政府,省各委辦廳局,省各直屬局行業:為切實逐步認真執行黨的第二十大精神抖擻力量,逐步認真執行黃坤明總黨委書記有關個人住房城鄉一體化基礎建設研究方向很更核心探討和對河北本職工作很更核心致辭精神抖擻力量,較快我省房建工程業不斷趨勢版本升級,帶動優質化量不斷趨勢,較好發揮的作用房建工程業在我省資金世界 不斷趨勢中的很更核心的作用,現談到有以下幾點一件。

一、指導意見價值取(qu)向(xiang)

持之以恒以習總校園營銷新的機遇的中國國家特點社會上努力政治思想為考核評價,完善、為準、著力深入推進新的趨勢中小型企業理念,不間斷持續不斷的深化施工施工物業改善,帶動施工施工物業工業制造化、小數化、黃綠色化的趨勢,優化網絡施工施工物業服務業結構類型,做優做優施工施工物業中小型企業,著力大力加強工程項目重量菅理安全性菅理,持續不斷的升高“遼寧修筑”品脾含金,為帶動全縣高品重量菅理的趨勢立刻走在前某、再譜“強富美高”新遼寧當代化建造踏上新征程出具力量支撐點。

二、的發展指標

到2025年,孵化30家智慧興建主要力量公司中小企業,150家裝備施工基本建設總經營權和全時候施工基本建設資詢本事的主要力量公司中小企業;轉化升級成確認新超越,科技產業萬物互聯認真總結比較明顯,創新興建方試和基本建設企業方試加大軟件應用,建筑施工結構業公司中小企業綜合評估竟爭力源源不斷強化,第一次完成建筑施工結構強省。再過5年左古用時,河南工程鋼結構建筑結構裝修結構行業經濟條件潛力、科學潛力、綜合評估激烈力強勢完善。繁育2-3身家值過千億元的工程鋼結構建筑結構裝修結構行業客戶或一部分具有著核心理念激烈力的先進校客戶和專精特新客戶;建于自動化修建與新型產品工程鋼結構建筑結構裝修結構產業鏈的發展化的化協同工作開發的產業鏈的發展網絡標準、準則網絡標準和政策性網絡標準;進一個步驟多種“河南修建”品牌標志底蘊,核心推動工程鋼結構建筑結構裝修結構產業鏈的發展近工業化,高些水平方向建于工程鋼結構建筑結構裝修結構強省。

三、一般任務卡

(一)調整行業(ye)框架,積極推動建筑裝修業(ye)向更寬(kuan)的領域拓展訓(xun)練。

1. 推動建(jian)(jian)筑業(ye)企(qi)(qi)業(ye)向基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)領域拓展(zhan)。支持建(jian)(jian)筑業(ye)企(qi)(qi)業(ye)進入(ru)橋梁隧道(dao)、綜合(he)(he)管廊、港(gang)口航道(dao)、地(di)(di)方(fang)(fang)鐵路(lu)(lu)、高速公路(lu)(lu)、水(shui)利工(gong)(gong)(gong)程、軌道(dao)交通、電力能(neng)源等大型(xing)基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)領域,引導企(qi)(qi)業(ye)積極參(can)與(yu)5G基站、新(xin)(xin)能(neng)源汽(qi)車充電樁、大數(shu)(shu)據中(zhong)心、人工(gong)(gong)(gong)智能(neng)、工(gong)(gong)(gong)業(ye)互聯網等新(xin)(xin)型(xing)基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)設(she)(she)(she)(she),各地(di)(di)可(ke)在(zai)年度(du)基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)設(she)(she)(she)(she)項目計劃中(zhong)明確一定(ding)比例的(de)(de)(de)項目和標(biao)段(duan),支持建(jian)(jian)筑業(ye)企(qi)(qi)業(ye)在(zai)滿足相(xiang)關(guan)資(zi)質(zhi)要求基礎(chu)(chu)上,采用聯合(he)(he)體(ti)方(fang)(fang)式參(can)與(yu)基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)設(she)(she)(she)(she)投標(biao)。企(qi)(qi)業(ye)以(yi)聯合(he)(he)體(ti)方(fang)(fang)式取得(de)的(de)(de)(de)施(shi)(shi)(shi)工(gong)(gong)(gong)業(ye)績(ji),其實(shi)際承(cheng)擔部分竣(jun)工(gong)(gong)(gong)驗(yan)收合(he)(he)格(ge)后可(ke)以(yi)作為企(qi)(qi)業(ye)資(zi)質(zhi)申(shen)報、參(can)與(yu)相(xiang)關(guan)工(gong)(gong)(gong)程項目投標(biao)的(de)(de)(de)業(ye)績(ji)。企(qi)(qi)業(ye)以(yi)聯合(he)(he)體(ti)方(fang)(fang)式參(can)與(yu)基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)設(she)(she)(she)(she)兩項及(ji)以(yi)上項目的(de)(de)(de),可(ke)在(zai)符合(he)(he)資(zi)質(zhi)要求的(de)(de)(de)前提下獨立參(can)與(yu)相(xiang)關(guan)工(gong)(gong)(gong)程項目招投標(biao)。企(qi)(qi)業(ye)承(cheng)攬周期(qi)較長(chang)的(de)(de)(de)基礎(chu)(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)類項目分期(qi)、分段(duan)驗(yan)收合(he)(he)格(ge)后,可(ke)作為有效業(ye)績(ji)參(can)與(yu)招投標(biao)和資(zi)質(zhi)申(shen)報。(承(cheng)擔單位(wei)名稱:省(sheng)進展(zhan)改善委、省(sheng)租賃房新(xin)(xin)型(xing)農村建(jian)(jian)造(zao)廳(ting)、省(sheng)交行運輸菅理廳(ting)、省(sheng)水(shui)工(gong)(gong)(gong)廳(ting)、省(sheng)工(gong)(gong)(gong)業(ye)和數(shu)(shu)字(zi)化廳(ting)、省(sheng)流量菅理局、節(jie)能(neng)力我司,各設(she)(she)(she)(she)區市國(guo)民(min)地(di)(di)方(fang)(fang)政府)

2. 推(tui)動工程(cheng)(cheng)總承(cheng)包(bao)和全(quan)過(guo)(guo)程(cheng)(cheng)工程(cheng)(cheng)咨詢(xun)。國(guo)有資金參與投資且占控(kong)股或(huo)主導(dao)地位的項(xiang)目(以下簡(jian)稱(cheng)國(guo)有投資項(xiang)目)帶(dai)頭(tou)推(tui)行工程(cheng)(cheng)總承(cheng)包(bao)和全(quan)過(guo)(guo)程(cheng)(cheng)工程(cheng)(cheng)咨詢(xun)。建(jian)設內容(rong)明(ming)確、技術方(fang)案成(cheng)熟的工程(cheng)(cheng)總承(cheng)包(bao)項(xiang)目宜采用(yong)總價(jia)合(he)同(tong),部分建(jian)設內容(rong)在招(zhao)投標時還不確定的專業工程(cheng)(cheng),可(ke)按(an)專業工程(cheng)(cheng)暫估價(jia)計(ji)入工程(cheng)(cheng)造價(jia)。完善全(quan)過(guo)(guo)程(cheng)(cheng)工程(cheng)(cheng)咨詢(xun)服(fu)(fu)務(wu)相關(guan)配套(tao)制度,引導(dao)承(cheng)發(fa)包(bao)雙方(fang)合(he)理(li)確定服(fu)(fu)務(wu)價(jia)格,推(tui)行優質優價(jia)。鼓(gu)勵設計(ji)、監理(li)等企業采取并購重組等方(fang)式發(fa)展全(quan)過(guo)(guo)程(cheng)(cheng)工程(cheng)(cheng)咨詢(xun)。在有條件(jian)的地區和民用(yong)建(jian)筑(zhu)(zhu)工程(cheng)(cheng)中試點建(jian)筑(zhu)(zhu)師(shi)負責制,發(fa)揮建(jian)筑(zhu)(zhu)師(shi)對建(jian)筑(zhu)(zhu)品質全(quan)過(guo)(guo)程(cheng)(cheng)管控(kong)作用(yong)。(主責標準(zhun):省(sheng)房產成(cheng)鄉建(jian)成(cheng)廳、省(sheng)發(fa)展進步改草委、省(sheng)流量公路運(yun)輸廳、省(sheng)水務(wu)廳、省(sheng)審計(ji)師(shi)廳,各設區市民眾相關(guan)部門)

(二)促進(jin)推動制(zhi)做(zuo)方法二次(ci)創(chuang)業升極,打造(zao)的“杭州制(zhi)做(zuo)”國產品牌。

1. 加快推(tui)進(jin)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)。建(jian)(jian)(jian)(jian)立健(jian)全(quan)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)全(quan)產(chan)(chan)業(ye)鏈標準體(ti)系,以(yi)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)為突破口,推(tui)進(jin)傳(chuan)統建(jian)(jian)(jian)(jian)造(zao)方(fang)(fang)式(shi)向新(xin)型(xing)(xing)(xing)建(jian)(jian)(jian)(jian)造(zao)方(fang)(fang)式(shi)轉(zhuan)(zhuan)變。支持各地對(dui)參與智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)試點(dian)示(shi)范項(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)及(ji)產(chan)(chan)生(sheng)科研(yan)投(tou)入的企業(ye)給予資金補助,鼓勵大型(xing)(xing)(xing)建(jian)(jian)(jian)(jian)筑(zhu)業(ye)企業(ye)建(jian)(jian)(jian)(jian)立科技(ji)研(yan)發中(zhong)心,建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)建(jian)(jian)(jian)(jian)筑(zhu)產(chan)(chan)業(ye)互聯網平臺(tai)。有序推(tui)進(jin)BIM技(ji)術在建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)項(xiang)目(mu)(mu)規(gui)劃(hua)、勘(kan)察、設(she)(she)(she)(she)計、施(shi)工(gong)(gong)和(he)運(yun)營(ying)維(wei)護全(quan)過(guo)程(cheng)集成應(ying)用(yong)(yong),并將(jiang)相關費用(yong)(yong)在建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)項(xiang)目(mu)(mu)總投(tou)資費用(yong)(yong)中(zhong)列明。建(jian)(jian)(jian)(jian)立全(quan)省(sheng)(sheng)統一(yi)的BIM設(she)(she)(she)(she)計交(jiao)(jiao)付和(he)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)審查數據(ju)標準,逐步推(tui)行運(yun)用(yong)(yong)BIM技(ji)術輔助工(gong)(gong)程(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)報(bao)建(jian)(jian)(jian)(jian)及(ji)施(shi)工(gong)(gong)圖審查。支持企業(ye)研(yan)發和(he)推(tui)廣應(ying)用(yong)(yong)建(jian)(jian)(jian)(jian)筑(zhu)機(ji)器人及(ji)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)裝備、部(bu)品部(bu)件(jian)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)生(sheng)產(chan)(chan)、智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)施(shi)工(gong)(gong)管理等智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)關鍵技(ji)術。開(kai)展智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)項(xiang)目(mu)(mu)和(he)企業(ye)示(shi)范試點(dian),培育(yu)一(yi)批智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)領軍企業(ye)。制(zhi)定建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)領域(yu)“智(zhi)(zhi)改數轉(zhuan)(zhuan)”推(tui)進(jin)計劃(hua),加快推(tui)動數字化(hua)綠色化(hua)協(xie)同轉(zhuan)(zhuan)型(xing)(xing)(xing)發展。引導條件(jian)成熟(shu)的地區打造(zao)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)產(chan)(chan)業(ye)園,吸(xi)引上(shang)下游企業(ye)集聚,形成智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)(jian)造(zao)產(chan)(chan)業(ye)鏈供應(ying)鏈集群。(損(sun)失工(gong)(gong)作(zuo)單位:省(sheng)(sheng)房產(chan)(chan)城市制(zhi)作(zuo)廳(ting)、省(sheng)(sheng)成長 改善(shan)委、省(sheng)(sheng)實業(ye)和(he)信息內容化(hua)廳(ting)、省(sheng)(sheng)現代科技(ji)廳(ting)、省(sheng)(sheng)交(jiao)(jiao)通配(pei)套配(pei)送(song)廳(ting)、省(sheng)(sheng)水利水電廳(ting)、省(sheng)(sheng)財政(zheng)性廳(ting),各設(she)(she)(she)(she)區市中(zhong)國市人民政(zheng)府部(bu))

(三)做優穩步發展房屋業工(gong)廠,提高自(zi)己(ji)工(gong)廠結合實力(li)派。

4. 完善建筑市場(chang)信用(yong)體系(xi)。構建以(yi)信用(yong)為基礎的(de)新型建筑市場(chang)監(jian)(jian)管(guan)機制。建立(li)建筑市場(chang)信用(yong)信息(xi)(xi)目錄,規(gui)范(fan)信用(yong)信息(xi)(xi)記錄,加(jia)快建設統(tong)一(yi)、規(gui)范(fan)的(de)信用(yong)信息(xi)(xi)基礎數據(ju)庫。完善全(quan)省(sheng)建筑市場(chang)監(jian)(jian)管(guan)公(gong)共服務(wu)平(ping)臺(tai)功能,強化信用(yong)信息(xi)(xi)歸集共享。實(shi)施信用(yong)分(fen)級(ji)分(fen)類管(guan)理,根據(ju)市場(chang)主(zhu)體信用(yong)狀況在招(zhao)標(biao)投標(biao)、行(xing)政(zheng)審批、監(jian)(jian)督檢查等(deng)事(shi)項中實(shi)施差異化監(jian)(jian)管(guan)。依法(fa)依規(gui)對(dui)嚴(yan)重失(shi)信主(zhu)體實(shi)施跨(kua)行(xing)業(ye)、跨(kua)地(di)域聯合懲戒(jie)。(擔責組織(zhi):省(sheng)住(zhu)宅(zhai)房(fang)城(cheng)(cheng)鄉居民規(gui)劃廳、省(sheng)成長改革方(fang)案委(wei)、省(sheng)公(gong)路城(cheng)(cheng)市交通車廳、省(sheng)水利工程(cheng)廳、省(sheng)份市場(chang)政(zheng)府監(jian)(jian)管(guan)局)

5. 規(gui)范工(gong)程價(jia)款(kuan)(kuan)結(jie)算(suan)(suan)。規(gui)范建(jian)設單位(wei)執行工(gong)程預(yu)付(fu)款(kuan)(kuan)、工(gong)資款(kuan)(kuan)、進度款(kuan)(kuan)和(he)竣工(gong)結(jie)算(suan)(suan)制(zhi)(zhi)度,預(yu)付(fu)款(kuan)(kuan)應不(bu)(bu)低于(yu)(yu)合同總(zong)價(jia)的(de)10%,不(bu)(bu)得將(jiang)未完成結(jie)算(suan)(suan)審計作(zuo)為工(gong)程延期結(jie)算(suan)(suan)、拖欠勘察設計費和(he)工(gong)程款(kuan)(kuan)的(de)理由。對不(bu)(bu)及時足額支(zhi)付(fu)引(yin)發群(qun)體性事件和(he)造(zao)成質(zhi)量安全(quan)事故的(de)責任人依法予以(yi)(yi)追責。國有投資項(xiang)目(mu)的(de)施(shi)工(gong)發包(bao)承包(bao),應采用工(gong)程量清單計價(jia)并全(quan)面推行施(shi)工(gong)過程結(jie)算(suan)(suan)制(zhi)(zhi)度,工(gong)程進度款(kuan)(kuan)支(zhi)付(fu)比例不(bu)(bu)得低于(yu)(yu)80%,不(bu)(bu)得由施(shi)工(gong)單位(wei)墊資建(jian)設,不(bu)(bu)得強制(zhi)(zhi)或變(bian)相強制(zhi)(zhi)以(yi)(yi)審計機(ji)關的(de)審計結(jie)果作(zuo)為工(gong)程價(jia)款(kuan)(kuan)結(jie)算(suan)(suan)依據。(負責院(yuan)校:省自(zi)建(jian)房村鎮搭(da)建(jian)廳(ting)、省轉型改革方案(an)委、省國庫廳(ting)、省財務審計廳(ting)、省國資委、省化學工(gong)業和(he)個人對互聯網(wang)廳(ting)、省交通網(wang)運輸配送廳(ting)、省市政廳(ting))

四、保障機制機制

(一)提(ti)高策(ce)(ce)劃(hua) 人(ren)員。各(ge)地(di)要(yao)統籌推(tui)進建筑業(ye)轉型(xing)升級和高質量發展,細(xi)化目標任(ren)務,明確職責分(fen)(fen)工,強化責任(ren)落(luo)實,及時(shi)制定配套政(zheng)策(ce)(ce),確保各(ge)項措施落(luo)地(di)見效。暢通(tong)信(xin)息發布(bu)渠道,充(chong)分(fen)(fen)利用各(ge)種媒(mei)介平臺,采取多(duo)種形式加(jia)強政(zheng)策(ce)(ce)宣傳解讀,及時(shi)總結推(tui)廣先進經驗與做法,營造良好(hao)輿(yu)論氛圍。(權利與義務企(qi)事業(ye)單位(wei):省紀委宣傳策(ce)(ce)劃(hua)部(bu)、省房產城市設(she)計廳,各(ge)設(she)區(qu)市群眾部(bu)門)

(二) 真正緩(huan)解(jie)品牌不良(liang)影響。落(luo)實房(fang)屋建(jian)筑和市(shi)政(zheng)基礎(chu)設(she)(she)施(shi)建(jian)設(she)(she)領域農(nong)民(min)工(gong)(gong)工(gong)(gong)資(zi)保(bao)(bao)證(zheng)(zheng)金(jin)儲(chu)存(cun)金(jin)額不超過80萬元措施(shi),對(dui)三(san)年內(nei)未發生拖欠(qian)農(nong)民(min)工(gong)(gong)工(gong)(gong)資(zi)行(xing)為的企業(ye)免(mian)交農(nong)民(min)工(gong)(gong)工(gong)(gong)資(zi)保(bao)(bao)證(zheng)(zheng)金(jin)。鼓勵(li)合理降低(di)建(jian)設(she)(she)工(gong)(gong)程質量保(bao)(bao)證(zheng)(zheng)金(jin)預留比例(li),工(gong)(gong)程項目已提供履約擔(dan)保(bao)(bao)或竣工(gong)(gong)前已繳納履約保(bao)(bao)證(zheng)(zheng)金(jin)的建(jian)設(she)(she)單位不再(zai)預留工(gong)(gong)程質量保(bao)(bao)證(zheng)(zheng)金(jin)。推行(xing)銀行(xing)保(bao)(bao)函和保(bao)(bao)證(zheng)(zheng)保(bao)(bao)險(xian)制度(du),鼓勵(li)各銀行(xing)保(bao)(bao)險(xian)機構(gou)積極為建(jian)筑業(ye)企業(ye)開展保(bao)(bao)函、保(bao)(bao)證(zheng)(zheng)保(bao)(bao)險(xian)等業(ye)務。(承擔(dan)的責任機構(gou):省(sheng)公房(fang)成鄉施(shi)工(gong)(gong)廳(ting)(ting)、省(sheng)財(cai)政(zheng)廳(ting)(ting)廳(ting)(ting)、省(sheng)人工(gong)(gong)成本市(shi)場社會生活(huo)保(bao)(bao)險(xian)廳(ting)(ting)、省(sheng)鐵路交通輸送廳(ting)(ting)、省(sheng)市(shi)政(zheng)工(gong)(gong)程廳(ting)(ting)、老百姓中(zhong)國(guo)中(zhong)國(guo)人行(xing)寧(ning)波省(sheng)分公司(si)、金(jin)融創新監(jian)管機構(gou)國(guo)家安全總局寧(ning)波局)

(三) 就越大(da)金(jin)(jin)融資(zi)本扶持(chi)(chi)的力度。支持(chi)(chi)金(jin)(jin)融機(ji)構(gou)(gou)開展建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)供應鏈融資(zi)業(ye)(ye)(ye)務。鼓(gu)勵(li)各金(jin)(jin)融機(ji)構(gou)(gou)堅持(chi)(chi)依法合規、風險可控,對(dui)(dui)生產(chan)經營正常、資(zi)金(jin)(jin)流動性暫時遇到困難的優質建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)不盲目抽貸、壓貸,不額外增加擔保要求,保持(chi)(chi)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)融資(zi)連續(xu)穩(wen)定。對(dui)(dui)符合續(xu)貸條件的建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)小微企(qi)(qi)業(ye)(ye)(ye)貸款積(ji)極給予支持(chi)(chi)。鼓(gu)勵(li)金(jin)(jin)融機(ji)構(gou)(gou)積(ji)極擴大(da)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)合格(ge)抵押(ya)質押(ya)物范圍,將綠色建(jian)(jian)(jian)筑(zhu)、裝配式(shi)建(jian)(jian)(jian)筑(zhu)納入(ru)綠色金(jin)(jin)融重點支持(chi)(chi)范圍。(的責任企(qi)(qi)事業(ye)(ye)(ye)單位:大(da)家農行河北(bei)(bei)省分公(gong)司、財務業(ye)(ye)(ye)政府安全監管(guan)質監總局河北(bei)(bei)局、省特(te)點財務業(ye)(ye)(ye)政府安全監管(guan)局、省住(zhu)宅城市建(jian)(jian)(jian)造廳)

(四)整合市(shi)(shi)場上情況。進一步(bu)優化(hua)(hua)(hua)資(zi)(zi)(zi)質(zhi)(zhi)資(zi)(zi)(zi)格(ge)審批流程,簡化(hua)(hua)(hua)各類(lei)證(zheng)明事(shi)項,實現企業(ye)(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)、人員資(zi)(zi)(zi)格(ge)審批聯(lian)動辦理、“一網通辦”。持續(xu)深化(hua)(hua)(hua)工(gong)(gong)程建設項目(mu)審批制度(du)改(gai)革,優化(hua)(hua)(hua)調整施(shi)工(gong)(gong)許(xu)可限額,實施(shi)工(gong)(gong)程建設項目(mu)分類(lei)管理,爭取推進“樁(zhuang)基先行(xing)”試點(dian),對重大工(gong)(gong)程、重點(dian)項目(mu)、產業(ye)(ye)(ye)類(lei)項目(mu)的(de)樁(zhuang)基工(gong)(gong)程可單獨發(fa)放(fang)施(shi)工(gong)(gong)許(xu)可證(zheng)。著力打造統一、開放(fang)、公平的(de)建筑市(shi)(shi)場環境,取消各類(lei)違(wei)法設置的(de)校驗、備案、登(deng)記、領取信(xin)用手冊(ce)、要求設立分支(zhi)(zhi)機構等區域(yu)和(he)行(xing)業(ye)(ye)(ye)市(shi)(shi)場壁壘(lei)。建立國(guo)有(you)投資(zi)(zi)(zi)項目(mu)拖欠(qian)(qian)民營企業(ye)(ye)(ye)工(gong)(gong)程款(kuan)項清欠(qian)(qian)平臺(tai),嚴厲(li)打擊采用商業(ye)(ye)(ye)承兌匯票支(zhi)(zhi)付(fu)(fu)合同(tong)價款(kuan)的(de)行(xing)為(wei),定期曝(pu)光工(gong)(gong)程項目(mu)費用拖欠(qian)(qian)情況,保障建筑業(ye)(ye)(ye)企業(ye)(ye)(ye)合法權益。國(guo)有(you)投資(zi)(zi)(zi)項目(mu)應當按期足(zu)額支(zhi)(zhi)付(fu)(fu)工(gong)(gong)程款(kuan),全面排查政府投資(zi)(zi)(zi)、國(guo)有(you)資(zi)(zi)(zi)金投資(zi)(zi)(zi)工(gong)(gong)程建設項目(mu)以及(ji)房地(di)產開發(fa)項目(mu)拖欠(qian)(qian)的(de)工(gong)(gong)程價款(kuan)和(he)其他賬(zhang)款(kuan),督促及(ji)時(shi)支(zhi)(zhi)付(fu)(fu)無爭議(yi)的(de)工(gong)(gong)程欠(qian)(qian)款(kuan)。(工(gong)(gong)作部(bu)門:省(sheng)住宅城鎮基礎(chu)建設廳、省(sheng)發(fa)展變革委、省(sheng)輕工(gong)(gong)業(ye)(ye)(ye)和(he)數據化(hua)(hua)(hua)廳、省(sheng)財(cai)政局廳、省(sheng)國(guo)資(zi)(zi)(zi)委、省(sheng)份市(shi)(shi)場監(jian)督檢查局)

本意見自2023年12月3日施行,有效期至2028年12月3日,《省(sheng)政(zheng)(zheng)府關于促(cu)進建筑(zhu)業改(gai)革(ge)發展的意見》(蘇(su)政(zheng)(zheng)發〔2017〕151號)同時廢止。
